This makes me want to cry, for real.

Few doubt the most important expenditures that state and local governments make are those for public education. The quality of public education is an important input into the good business climate on which Texas prides itself. The TFB (Texas Fact Book) reports that Texas has worked hard to keep elementary and secondary class sizes low (24th at 14.8 to 1) and to pay elementary and secondary school teachers decently (39th at $46,179). Even here the numbers are not stellar, but they are better than the numbers describing per pupil expenditures. In 2009, Texas rankied 47th in state aid per pupil and 44th in state and local expenditures per pupil. And the educational results are bleak. Texas ranked 43rd in public high school graduation rates and 49th in the percent of the population graduated from high school. TOB mentions all these and adds one more: SAT scores, where Texas ranks 45th among the fifty states and D.C.
